An Important Message from James Mills about Board's Roles and Responsibilities
DCIAmerica has facilitated hundreds - if not more than a thousand - board training workshops in Indian Country over the last seventeen years. We believe the
importance of on-site training for boards can not be overlooked and is fundamental to good board performance, and yet we know that this great learning
experience must go hand-in-hand with board members reaching out and meeting other board members from other tribes and other service areas. The synergy that
this brings is simply unmatched. So much can be learned from each other and meeting and talking in one place, face-to-face, is still the best way to do
that.
The Sixth Annual International Board Member's Conference will be held in November in Denver, Colorado on November 8th and 9th. In addition to James Mills,
Karen Hall will be facilitating as well. We intend to facilitate the best Board Member's conference and training ever held. This is not going to be your
average board members conference, but an exciting, hands-on, fun-filled and imaginative two days with lots to do and lots to learn.
So, if you are serving on a tribal council, health board, school board or any other board, you need to be there.

Mr. James Mills
Senior Consultant DCIAmerica
Mr. James Mills was the Administrator of a large teaching medical center in New York prior to establishing DCI Training, Inc. Mr. Mills' extensive experience
in non-profit finance and administration became the foundation of his career in Indian Country.
Mr. Mills is the number one instructor in Indian Country on the topics of Leadership Training, Tribal Enrollment issues and Robert's Rules of Order. Mr. Mills
has conducted Tribal Enrollment Audits, assisted scores of tribes in writing and developing their enrollment ordinances, and revisions to their tribal
constitutions and by-laws. As President of the Consortium of Native American Parliamentarians, Mr. Mills has been contracted by tribal organizations as an
objective moderator on a variety of controversial and challenging issues within their communities. Mr. Mills served as the Chairman of the Tribal Enrollment
Advisory Committee for the Saginaw Chippewa Tribe from 1998-2000.
Mr. Mills is honored to be working in Indian Country for over fifteen well traveled years.
Ms. Karen Hall
Senior Associate DCIAmerica
Ms. Karen Hall is an active member of the Consortium of Native American Parliamentarians and a senior associate consultant with DCIAmerica. Her expertise in
implementing training ranges from Robert's Rules of Order, office management, information technology, supervisory training, and on a variety of other related
issues such as time-management, mediation, board and staff relationships, and team building.
Ms. Hall has participated in courses with the Tribal Law and Policy Institute (Department of Justice, Office of Victims of Crimes), and has represented tribal
interests in a variety of culturally-sensitive issues.
In the past, Ms. Hall has held administrative positions within the Winnebago Tribe of Nebraska, as full-time faculty member at the Little Priest Tribal College
in Nebraska and most recently at Nebraska Indian Community College, teaching such courses as computer applications and operating systems, and a variety of
business courses.
Ms. Hall has earned a Bachelor of Science and Business Administration degree from Bellevue University, Nebraska, and has attended courses at Perdue University
and West Los Angeles School of Law.
