Without doubt, tribal enrollment offices are becoming a focal point of controversy in tribal communities. Your enrollment office may be facing any of the following issues, such as the Tribal Council voting to alter enrollment criteria contrary to the enrollment office’s recommendations and/or laws, the Tribal Court rendering a decision to allow membership to individuals previously denied by the enrollment committee or Tribal Council, and unwitting violations of enrollment laws. To survive such challenges the enrollment office must be well informed regarding their jurisdiction and higher authorities, the basis of its legal mandate, and the ability to make tough decisions. This workshop is designed to instruct both new and experienced tribal enrollment staff, committee members, judges, and council members on how to use the basics to effectively handle complicated enrollment situations.

Dr. James PeteDr. James E. Pete has a Bachelors degree in Business Administration, Masters degree in Organizational Management, and a Doctorate in Business Administration. Dr. Pete's Doctoral Project, entitled "Native American/Indian Tribal Organization and Leadership: Understanding the Past, Living in the Present, Designing the Future for Tribal Organizations & Leadership," concentrates on the encouragement of integration of traditional beliefs and philosophies into the Tribal Organization. Dr. Pete also offers services to organizations/individuals in the facilitation of creating a plan to address change, team building, personal healing, overall assessment, program development, and creating an atmosphere of cooperation and collaboration. Dr. Pete, whose Anishinabe name is Guyaushk (Seagull) is a member of the Red Cliff Band of Lake Superior Chippewa Indians of Wisconsin, is from the Eagle Clan, has two sons, and seven grandchildren.
